The Crossville Recreation Center will be a public private partnership with the YMCA providing a place for young families to senior citizens the opportunity to improve their health, learn new skills, and create a support system with others to contribute to a stronger community.

Crossville is already known as the “Golf Capital of Tennessee” and building the recreation center will add to the quality of life that encourages people to move here and locate a business here. It will generate more activity downtown, incentivize additional downtown development, and assist in attracting new multi-use housing, dining, entertainment, and retail options.
Having this investment in downtown will help Crossville compete against other similar sized cities in Tennessee to bring new jobs to the area and promote Crossville as a place to raise a family to companies considering moving here.

The Crossville Recreation Center partnering with the YMCA will be a dynamic association of men, women, and children nurturing the potential of our youth and promoting healthy living. The Crossville Recreation Center will offer nationally certified swim instructors for everyone from 6 months old to adults so they can stay safe around water and learn the skills to make swimming part of a lifelong pursuit for staying healthy. This partnership will improve community health outcomes, empower youth, and bring people from all walks of life together.
The Crossville Recreation Center will provide a venue where Cumberland County student athletes can receive training allowing them to compete at higher levels and increasing opportunities for athletic scholarships to colleges and universities while offering water sports competition locally and regionally.
The recreation center is estimated to cost $39 million. The property will be under the authority of the Crossville Sports and Tourism Development Authority and in partnership with the YMCA. It will be codified that property taxes will not be used to pay down the debt. The recreation center will be paid for by using local sales taxes and budget savings. Additional revenue to pay the bond will be raised by holding sports tournaments, which generate additional sales taxes.

The Mayor and City Council discussed multiple options for a recreation center and multiple costs associated with those options. In discussions with residents, the final plans that will come to council is estimated to have a maximum total cost of $39 million. The property will be under the authority of the Crossville Sports and Tourism Development Authority and in partnership with the YMCA.
Property taxes will not be used to pay down the debt. The recreation center will be paid for by using local sales taxes and budget savings. In addition, the YMCA will be contributing additional money to help pay the debt through a capital campaign they will oversee. This will reduce the overall price the city is responsible for by several million dollars and having the YMCA overseeing the center greatly reduces the risk to the city from yearly operational costs.
Additional revenue to pay the bond will be raised through an increase in sales tax revenue through increased tourism associated with sport tournaments to be held at the recreation center.
The YMCA will cover yearly operation cost based on memberships and fundraising, and their goal is to break even every month. Having the YMCA run the recreation center greatly reduces the risk to the city, leaving only the yearly debt service on the building responsible by the city. Through conservative fiscal management, the city of Crossville has positive cash margins in the yearly budget and significant savings creating a situation where Crossville can make this investment for the people without any type of tax increase.
The rate for a family (2 adults and dependents) will be $81 per month. However, if a family’s household income is less than $60,000, they can apply for the YMCA’s Open Doors program. This program allows the YMCA to use a sliding scale to find the rate that best works for each individual household’s income. The YMCA works hard to never turn someone away due to inability to pay. There is also a senior rate which is $51 per month. However, a senior can apply for the YMCA’s Open Doors program. Many individuals 65 and older may receive a free membership to the YMCA through their Medicare advantage plan. Memberships are month to month with no contracts.
